In response to global warming and energy security, the widespread use of carbon-neutral or low-carbon fuels including biofuels, have been promoted by stakeholders of countries worldwide.

In order to avoid any possible negative impacts to vehicles, to maintain their longevity and to keep them performing in a safe and environmentally-friendly way, JAMA has cautioned members with operations in those countries about using diesel fuel blended with FAME concentrations in excess of 5%.

In March 2009, JAMA with the Alliance of Automobile Manufacturers (AAM), European Automobile Manufacturers’ Association (ACEA) and The Truck and Engine Manufacturers Association (EMA), joined together to introduce Biodiesel Guidelines.

The Guidelines not only recommended “fit-for-purpose” specifications for FAME and FAME-blended diesel fuel, but also ensured that fuel providers know how to maintain product quality from production stages to sales. In March, with the characteristics of biodiesel and Southeast Asian weather conditions considered, JAMA issued its own Position Statement.

However, since then, the diesel fuel use policy in various Southeast Asian countries has been increasingly calling for a renewed supply of diesel blended with FAME concentrations in excess of 5%. To this regard, JAMA issued an updated Position Statement in May 2015.

The purpose of this was to reiterate concerns and explain the possible negative impacts of using diesel fuel containing FAME concentrations of more than 5%. The statement also respectfully requested that government authorities, fuel suppliers and all other stakeholders concerned, take the necessary actions to inform the public, not only of any forthcoming market introduction of diesel fuel blended with greater than 5% FAME concentrations, but also of the possible risks involved in using such fuel in automobiles.

But as time passed, the market situation has changed. In some countries, the use of diesel fuel blended with high FAME concentration has been expanding and FAME concentrations are revised to as high as 10% or 20%. JAMA has been prompted to examine how diesel fuel containing such high FAME concentrations can be safely used in the market.

Based on the technical evidence obtained from JAMA’s research activities and various testing conducted by Japan Automobile Research Institute (JARI), JAMA is introducing a supplemental statement on the use of diesel fuel blended with FAME concentration in excess of 5%.

The purpose of this latest Position Statement supplements JAMA’s May 2015 position statement on the use of diesel fuel blended with a maximum of 5% FAME. It’s an indication to the specific conditions and requirements shown below. These requirements must be met in order for diesel fuel containing high FAME concentrations to be used safely, without posing risks to motor vehicles and their operators.

Conditions & Requirements for High-Ratio FAME-Blended Diesel Fuel Use

Conditions of Use
  • Climatic conditions:
    Warm or hot climates
  • Feedstock:
    PME (palm methyl ester) only
  • Maximum FAME concentration:
    Must not exceed 20%
  • Exhaust emission standards compliance level applicability:
    Vehicles complying with up to Euro 4/IV standards of R83/R49 in the UN regulations.
Requirements for Use
  • Oxidation stability:
    B100 blendstock: 10 hours minimum by Rancimat
    BXX blendstock: 35 hours minimum by Rancimat (or 65 minutes minimum by PetroOXY, or 0.12 mg KOH/g by Delta TAN) These requirements are based on Bxx not containing cetane booster.
  • Monoglyceride content for B100 blendstock:
    Limit value must be specified in the national B100 standard, based on real-world verification testing conducted in the coolest geographical area (i.e., the residential area with the lowest low temperatures, e.g. Northern Thailand, high altitude areas such as Bandung and Bukittinggi in Indonesia as well as
    Cameron Highlands in Malaysia.
  • Water content for BXX: 200 ppm maximum
  • Public notification:
    Governmental or relevant stakeholders must notify the public of the problems that may arise. For example, clogged filters that may shorten the fuel filter maintenance interval while using diesel fuel that contains high
    FAME concentration.
Summary
  • JAMA accepts the usage of diesel fuel containing FAME concentrations not exceeding 20% (B20), when the
    conditions and requirements stipulated above are met. Meeting those conditions and requirements is necessary
    in order not to jeopardise safe vehicle operation and to avoid potential problems for vehicle operators.
  • Vehicles used today include a large number of old ones, not designed to accommodate the use of diesel fuel
    containing high FAME concentration. Due to that, JAMA requests that relevant stakeholders continue supplying
    the market with conventional diesel fuel blended with a maximum of 5% FAME (B5).
  • For newer vehicles equipped with advanced fuel systems and after-treatment systems compliant with stringent
    emissions standards such as Euro 5/V, verification of compatibility with the use of high-ratio FAME-blended diesel
    fuel is necessary, because non compatibility would be a possibility.
