Brief Report on the 30th AAF/TC3 (TC5) - JAMA Meeting, Nay Pyi Taw, Myanmar The 30th AAF/TC3 (TC5) (ASEAN Automotive Federation Technical Committee 3 for 4 wheelers & Technical Committee 5 for 2 wheelers) - JAMA Meeting was held for the first time in Nay Pyi Taw, Myanmar on 18th and 19th March 2019.

The technical forum provides a venue for dialogue between ASEAN and Japan auto-industry regulatory experts to exchange information and promote the harmonisation of technical regulations in the region. The following is a snapshot of the outcomes from the latest forum.

Environment and Fuel Regulations (WG1)

As per requested by AAF members prior to the meeting, JAMA presented the adverse effects of high sulphur fuel to after-treatment systems of EURO 5/V and 6/VI engines’ both gasoline and diesel. On another supplementary statement, JAMA also presented the impact of B20 (20% biodiesel) on engine components and systems for EURO 5/V and 6/VI compliant vehicles. Precipitation, fuel filter clogging, rust, corrosion, oil dilution and microbial growth are the most concerning effects. Taking the opportunity, JAMA shared the results of a 2018 fuel survey of both gasoline and diesel engines. High sulphur, metallic additives, unwashed gum and methanol are most concerning impacts. These parameters affect the emission control devices resulting in potential increases in exhaust emissions and poor vehicle performance.


Certification (WG2)

Although there is no significant outcome on the Mutual Recognition of Approval (MRA), the meeting agreed to continue to promote the AAF’s stance on the vehicle type definition which shall refer to the respective UN Regulation. The meeting also acknowledged JAMA’s presentation on how to select the worst-case of UN R39 (Speedometer), UN R13H (Braking) and UN R17 (Seat, Seat anchorage and Head restraint) and recognised the importance of worst-case-selection.


UN-R Adoption and Safety (WG3)

The WG3 confirmed new safety regulation movements in ASEAN region and share them among the members. JAMA presented an update of the 176th & 177th WP29 meeting held on 13th - 16th November 2018 & 12th - 15th March 2019 regarding the status of (i) International Whole Vehicle Type Approval (IWVTA), (ii) Automated Driving, (iii) Advance Emergency Braking system (AEBS).


Others (EV UN Regulations)

Members agreed to propose UN R100 (for four wheelers) for the adoption at APWG meeting. AAF-TC5 agreed to discuss the adoption of UN R136 (for two wheelers) with members in the next meeting. Members requested JAMA keep them apprised of the latest information of Standard and Regulation on Electric vehicles.


Venue and Date of Next AAF/TC3 (TC5) - JAMA Meeting

The next meeting of the 31st AAF/TC3 (TC5) - JAMA meeting is expected to be held in Cambodia in September 2019.
